Ed Vescovi never exactly brimmed with optimism for the biodiesel plant he was preparing to relaunch in Monaca early next year. He’s done this before, managing the facility from 2007 until it shut down in 2011.

The biodiesel market could never be described as booming anyway, and it revolves entirely around government mandates and incentives.

So when the Environmental Protection Agency announced in November that a decision on the 2014 renewable fuel standard establishing how much biodiesel and ethanol should have been blended into traditional liquid fuels this year would be delayed until next year, it wasn't good news for Advanced Biofuels in Monaca.

The plant is “on hold for now,” he said. Instead, Mr. Vescovi, a general manager with hazardous materials transportation company Weavertown Environmental, is focusing on a much more sure thing — a plant to treat wastewater from oil and gas operations.
